Sector weights are analyst assumptions based on MacroLens's Sri Lanka sector dossiers. Other countries use the same illustrative weights, not locally verified sector models.

Why this sector score differs

Score = sum of each country governance estimate multiplied by the selected sector weight /100. Higher means stronger institutions under those assumptions, not lower probability of loss. No FX, rate or return forecasts are converted into score points. Different exposure weights cannot prove one sector safer than another.

Country baselines: investment-heavy Asian comparisons

Deliberately selected, not all-country ranking

Singapore, India and Vietnam all appear in UNCTAD's2025 top 20 FDI recipients. They give a financial hub, a large regional economy and a manufacturing destination. They are not income-, size- or sector-matched peers. FDI flows do not establish why investors chose them or prove investment protection.

The same country measures, side by side

Small differences should not become rankings. WGI90% confidence intervals frequently overlap. Singapore's five intervals are above Sri Lanka's; India and Vietnam often overlap Sri Lanka. Annual perceptions-based estimates do not describe today's individual dispute or permit.

Score method, bands and uncertainty

Country baseline = 25% rule of law + 25% regulatory quality + 20% government effectiveness + 20% control of corruption + 10% political stability. These analyst-chosen weights total 100; they are not fitted to investment losses or returns. The underlying scores are the WGI 2026 release's absolute 0-100 governance scores, not percentile ranks.

Indicator and overall judgment bands:70 or above = Safe / lower relative risk;45 to below 70 = Caution; below 45 = High risk. Bands are arbitrary screening rules, not World Bank classifications. A card says "band uncertain" if its90% interval crosses a cut-off. Country baseline and sector screen are weighted means of central estimates; no aggregate confidence interval is claimed because cross-dimension covariance was not verified.

All five dimensions and all four countries use 2025 observations from the same release. Missing data withholds the selected screen rather than fill it or reweight it. We exclude voice/accountability from this narrow operational screen; that does not make human rights or civic freedoms unimportant. WGI is perception-based, subject to measurement error and revisions. The country's macro and financial risks are not cleared by this score.
