The budget flow.
The debt stock.
Eight months of revenue and spending, one quarter-end debt register. Keep them separate: a fiscal surplus is a flow, while debt can still move with currency translation, borrowing, repayments and coverage.

Revenue arrived faster than spending
21.2% above Jan-Aug 2025, publisher-rounded growth. 75.5% of the annual estimate.
Reported surplus, versus a Rs411.03bn deficit in Jan-Aug 2025. Not a forecast of the year-end balance.
Primary balance is separate from overall balance. Interest payments in Treasury's rounded narrative are Rs1,609.2bn.
Annual estimate is the estimate printed in the August review, not a reforecast or a legal spending authorization. Execution is actual divided by that annual estimate for revenue and expenditure lines; balances do not get an execution percentage. Capital/net lending is only 25.4% of its annual estimate after eight months, but the uneven spending calendar means this is not a straight-line year-end forecast.
Exact outturn values: CBSL WEI, 2 Oct, printed page10 / PDF11, sourced to Ministry of Finance. Annual estimates: Treasury January-August Fiscal Review, PDF8. Its table rounds outturns to whole Rs bn.
A gross stock, in two currencies
US$97,952m, using PDMO's quarter-end conversion. Government, subnational and guaranteed SOE debt within the bulletin's scope.
US$95,047m. Domestic Rs19,203bn plus external Rs12,796bn.
US$2,885m. Not the same as all SOE liabilities or the full guarantee/letter-of-comfort exposure register.
Quarter-end indicative USD/LKR: 336.6623 at 30 Jun. Gross public debt rises Rs744bn between March and June while its dollar value falls US$4,315m. This is not proof of equivalent debt repayment: the publisher converts currencies at each quarter end.
Government external creditors
Government domestic instruments
PDMO Q2 bulletin, PDF4 and6. Treasury bills include interest in the domestic-instrument table. Multilateral external debt includes IMF EFF and RFI receipts. The bulletin includes the March20 assumption of US$126.5m from SriLankan Airlines guaranteed-loan restructuring.
Why CBSL shows a different June total
CBSL's 2 Oct WEI prints Rs31,278.43bn for central-government debt at end-June. Its footnotes describe GFSM2014 treatment, debt net of deposits, resident-held ISBs as domestic debt, and exclusion of certain overdue service since April2022. PDMO's gross government total is Rs31,999bn. These readings are not interchangeable; no exact numerical bridge between their components has been independently completed.
What was paid during the quarter
Q2 2026 government debt service: published total Rs2,698.6bn. Issuance/disbursement: Rs1,997.1bn. The stock table uses quarter-end exchange rates; foreign service flows use transaction-date exchange rates.
PDMO Q2 bulletin, PDF5. These are quarterly payments/issuances, not the full year's future debt-service schedule. No rollover-risk forecast is inferred.

No tax advice, legal interpretation, full maturity ladder, contingent-liability audit, SOE accounts clearance or full fiscal-sector parity claim. A source-linked strategy document is a reading route, not a claim that every target is implemented. No same-date GDP denominator is added to manufacture a debt/GDP ratio.
